I don't mind plowing... Don't light a backfire with the operations going on around there. They may huff and puff and threaten as much as they like about a "mandatory" evacuation, but unless Nebraska has stricter laws than most of the country...they can't actually put you in handcuffs over it. Well, maybe if you're acting irrationally they can put you in pyschiatric evaluation...however, the bar for that is higher then just making an informed decision to stay and defend your property. Light the fire and you'll be whisked away quicker than you can say reckless endangerment. With the firefighters / law enforcement / etc operating near there and they'll let a judge figure out later if the activities where sufficient to contain what you had lit.
