Power delivered through the pto is a direct function of both rpm and torque (turning effort). Double the torque, double the power delivered. Ditto the rpm. Torque breaks shafts and gears. Rpm's don't. Therefore power delivered can be increased more readily by increasing rpm's, especially when you've about reached the limit of torque on a reasonably sized shaft. This is why tractor mfgs went to 1000 rpm shafts about 1970 when hp was increasing and they wanted to deliver more power to pto driven combines, mowers, etc.; without having an excessively large shaft. I believe the SAE first established the 540 and, later, the 1000 rpm standards. Yes, provided you operated the implement off the 540 shaft, and at the "pto" engine speed; and provided you did the same for the 60 (full throttle) and the engine didn't bog. But don't expect a mower designed for 1000 to perform well off 540, on either tractor. And, of course, it is dangerous to alter a 540 implement to accept a 1000 shaft.
