How to deal with an absentee wannabe farmer?

About 8 weeks ago, a guy from out of town bought 90 acres of open land next door. It was an old gravel bank, overgrown with witch hazel and scrub. He bush hogged off about 3/4 acre, put up some electric fence and bought 4 good sized beef animals to keep there. Apparently, he has little experience in keeping stock and the poor buggers are starving. There is virtually no grass and they get no hay. I saw a few bags of grain laying out in the weather, but he hasn't been around in days, so they are not even getting the grain. Fortunately, they can access a pond for water. A couple of weeks ago, the animals got out (I can't blame them) so I put them back in, gave them grain and hay, and when my neighbor showed up I told him what happened and if he needed hay, we had plenty. I thought he would take the hint, but he didn't. I can't stand seeing animals suffer, so I have resorted to trespassing and give them hay when he isn't around. One part of me says mind your own #@$% business, the other says to talk to the guy and risk ticking him off. Suggestions?
