It should plow down fine, perhaps you are spreading it too thick in the garden.

Does he have a couple of pastures, spread it in one & don't use the pasture for a week or 2.

Any neighbors with fields to spread it in?

I would not mess with the lagoon, those were meant for strawless manure, and you will be inviting the govt & enviro officals to come snooping around.
