The 430 is a variable chamber baler. The belts stay in contact with the bale from the start and the chamber expands with the bale. A fixed chamber baler is exactly like it sounds. The belts or rollers are fixed and don't move. When you first start a bale the hay enters the chamber and just flops around in there until the chamber starts getting full. Once it starts getting full as you pick up more hay it gets squeezed in until its finally squeezed tight into a roll. A fixed chamber baler is sometimes called a soft center baler. The bales are easy to identify, the center is usually star shaped.
