HELP with MOCO

I have a JD 1207 moco with sickle bar. When I try to cut hay it will not cut cleanly and it drags the grass down instead of cutting it. I have tried to raise the machine and lower it. It have tried different speeds with no help. It has new blades. What am I doing wrong or what is wrong? I am trying to go back and recut some places but that is beginning to be a pain. The blades are underserrated. Should the serrations be on top or bottom? they would only fit on top. It does cut but the guards also clog up. Some are new and the others look OK. Any help would be great. Thanks Devin
