I believe youll find power steering and brakes is std equipment on all full size new trucks and maybe a/c also , along with antilock brakes and air bags.Usually you need to go to a one ton truck to get a cab/chassis unless youy order it. I have found the best deals are found by trying to find pretty close to what you are looking for on a dealers lot , if you catch them at the right time. I saw good deals on basic 2wd 6cyl pickups earlier this fall, under $14,000 with rebates etc.If there is a truck trader paper in your area I"d check that , usually dealers with alot of trucks advertise in them and that would give you a ballpark price. I believe you can go to kbb.com and get dealer invoice prices too. Good luck.
