Well if the main pump can keep up with all loads that are in parallel, then the steering should be okay. If not, well, it'll steer someday. The rough terrain forklifts I've seen would use a separate fixed pump section for the steering. Which is not to say some other approach wouldn't work. It does isolate the plumbing for that function, though, which may postpone the surprise party should a hose or seal let go elsewhere. The military was the only customer that would sometimes spec in a backup ground drive steering pump, but then I was born pessimistic and got worse as time went on.
