If you need to move the tractor, and need it ASAP, and have a 2nd person to help you, get yourself a 20 foot jumper cable as I call it. (20 foot log chain) a pull it to start it. That does not solve your starter problems. If it has a battery igntion, you can also make sure the battery is charged, get a jumper wire, go from the battery to the pos. side of coil to get fire to points, then pull it to start it, then to kill it, all you need to do it to pull the wire off the coil. This is just another way to get it running if you need it to move now.
