That's true, except that radiators don't radiate, they convect. A better name for a radiator is a convective liquid-to-air heat exchanger. As long as the fan is turning, the amount of heat radiated by the radiator is negligible compared to the amount convected (carried off by the moving air stream). When the engine is stopped, then radiation starts to make a more substantial contribution to heat transfer, but the engine isn't running, so getting rid of heat is not that important. In practice, the color of the radiator probably makes little difference. But for those who insist on getting the best color, Flat black is best, gloss white or polished metal is worst, and for all practical purposes, all other colors are closer to black than to white.
