Antifreeze tire ballast offer

I am looking at a job where I may have to dispose of approximately 2000-3000 gals of 20% ethlylene glycol mixed with water. The mixture was run in PVC pipe and is clean. In an automotive engine, that ratio is good for about 15-20 degrees. I assume below that temperature, the mixture turns to slush. I am not sure it will ever freeze solid even at -20. If my assumption is correct, this would make great tire ballast. I am wondering if there is any interest on this board for free ballast. I am located near Lowell, MA. One would have to bring their own containers. If response to this offer is good, it will affect my bid. My email is open.
