YES. If tree is alive and you want the lumber, cut and saw this winter. This one is another dutch elm type. If it does not get the tree this year just wait it will. Thank China for another one. Americans want cheap goods at the store. With the 100 billion plus dollars of China goods each year comes new bugs. Asian long horned beetle was a good start of tree eaters from China. Chicago program spent 75 million in 8 years. Eradication was reach. Not so for NY city. The ag laws of NY state have hand cuffed the survey work. Can't get on the property to inspect. Aluminum bats will make it to the majors thanks to the emerald ash bore. NO treatment will work. SO don't let a want a be show up at your door and sell you and rat killing type treatment. Spends most of its life cycle inside this tree.
