1650 cub cadet

My 1980 model 1650 cub cadet is hydrostatic drive and when I am moving forward it seems to change speed at will. Also when trying to go up hill in reverse it goes very slow. Is this the way that it is suppose to act? If not what is wrong and how can I fix it?
