We have this product at the airline I work for. This stuff works best on sealed bearings and the like to free them up when stuck. However, it will destroy teflon seals by swelling them up. I have used it to loosen corroded parts, as in where pins are "frozen" in the bushings with great success. I have not used it to free rusted bolts. I would think it would work on that though.
