If it was a Classic body style then it was not an '88. Like Allan said, it wasn't till about '91 that the 'burbs and 1 tons were changed over. Not sure about the engine setup. I would make sure you have flow through the heater core like mentioned before, either lower the water in the radiator and look at the flow from the tube or use a different hose to dump directly into top of radiator.
