The difference in center of gravity between a properly built deck over with low profile tires. Vs. a fendered trailer is neither here nor there. Rollovers of trailers on the highway is not a concern. People getting into trouble with not enough brakes, not enough springs, sub standard tires and not enough tow vehicle is where crashes occur. The trailers I see in the ditch were still on all their wheels when they left the road. The fendered trailer just temps owners into driving a rowcrop on until the rear tires touch the fenders. Now there isn't enough tongue weight and the "tail wags the dog" into the ditch or into on coming traffic. Safer my *ss A class III or class IV ball or pintle hitch doesn't cost any more than a fendered in the 5000 or 9999lb class. Your 5th wheel excuse is just an excuse. And the tongue hitch trailer readily attaches to a farm tractor. Or to a dump truck or pickup with a cap on the box.
