Transmission Filling

1949 8N. I am replacing the transmission fluid, and as I have read on numerous times, I removed the bottom bolt on the right hand inspection cover and started filling. I continued filling and watching the bolt hole, nothing happening. I emptied the five gallon bucket, finally decided to check the dipstick and it was way overfull. Could this hole be plugged. I stuck a screwdriver in it until it hit metal, and no trash visible, hole does not seem to be plugged. Left it set overnight and it drained maybe a pint, but it is still checking over full on the dipstick. Can someone tell me what is happening, and what I am doing wrong. Thanks for your response.
