Rear wheels on a C

I bought a C I'm restoring and I'm down to the wheels. One rear rim (tire is 11.2/36) is chewed up from, I imagine, calcium chloride. Found a fella to do a section replacement on rim and will probably replace tire but don't know if tire should be reloaded and with what. I have a blade on the front for snow. Suggestions?
