help with 12 volt conversion

I own a 48 model 8n. it has the front mounted distributor. I rewired it to 12 volts as per 12 volt conversion diagram from this site. i placed a ballast resistor in series before the coil as prescribed in this diagram. I continue to get readings of 11.8 volts after the resistor just the same as i get in front of the resistor. can anyone tell me what may be the prroblem? i have tried 3 resistors with the same problem noted each time. any help would be appreciated.
