It's ice in the pump. What happens is over time the top seal, the lift ram and the angle rams get pitted. Water/ice get into the pits and is drawn past the seals. The water/ice then circulates through the pump and refreezes. Meyers pumps are somewhat finicky about this. Check you rams for pits and replace, also get new seals installed, then flush and refill with fresh fluid. Meyers has tiny ports, so it doesn't take much to ice them up. Sometimes a few ounces rubbing alcohol or dry gas will help, but the best bet is to keep water from entering the system. In a pinch, I've run ATF in Meyers pumps, it doesn't freeze, but it does slow them down.
