Tire question

On my Massey 175, when I shut her down on a level spot the tractor moves back and forth for a short period of time. Im thinking this can only be from the fluid in the rear tires sloshing back and forth. Now wouldnt that mean there wasnt enough fluid in the tires? Also could I add window washing solution to a tire that already has calciam in it ? Lots of questions, Thanks.
