Most likely it would be the tire fluid. As stated in other posts there is no set minimum amount of fluid in a tire, just the amount of weight needed. For the maximum amount we don't go over the valve stem when it is at the top. This is so pressure can be checked with air. As for topping off with washer fluid it should be okay unless there is a reaction. Try mixing them together in a bowl first. I would find out what what it would cost to top off with calcium chloride first, might be cheaper than you think.
