Some of the old engines had a tube that drew warm air from across the exhaust manifold to preheat it before it went down the carburetor, which solved the problem. A little thermostat closed the tube, diverting the intake to cool air, once the engine warmed up. If all else fails, I suppose you could rig up something like that, maybe an aluminum flex tube that you hang near the exhaust header for cold weather operation.
