It sounds to me like you are describing the 'drop control valve'. When an attachment is on the rear lift system (three-point hitch), this valve is to be completely closed while transporting (traveling) to keep the attachment from lowering unexpectedly. When working, the valve is to be adjusted to lower the attachment at a safe rate so as to avoid damage to the attachment and injury to bystanders; I saw a man get his toes smashed by a fast drop and I had the casters of a finish mower bent by a fast drop. When parked, the attachment is always to be fully lowered for safety and to take the load off the hydraulic components. I suspect there is a worn (easily replaceable) o-ring causing the leakage around the valve shaft.
