Ford 800 PTO

Got this 800 Ford here with a goofy PTO. I was told that this tractor should have a straight transmission driven non-live PTO. However, when I step the clutch pedal down, it keeps turning. At first I thought the clutch disk was dragging, but then I tried pushing in the pedal with the trans in gear, which should cause the disk to be held still- same thing. If I try to engage the PTO lever with the clutch pedal up, I only get grinding, which leads me to believe that this is indeed a non-live PTO, but why the PTO does not stop turning when the pedal is depressed makes no sense. Transmission and clutch seem to function normal otherwise. Does it have some sort of a two-stage clutch or something?
