Actually the spring doesn't return the wastegate it holds it shut. The pressure from the turbo pushes against the spring and at a preset pressure begins to open to prevent overboosting. On the '95 and up vacuum holds the wastegate shut and a computer controlled solenoid releases the pressure to avoid overboost... no need for any spring here since vacuum closes it and boost opens it. To make sure yours is working ('95 and newer anyways) while it is idling try to move the little arm, it shouldn't move any without a lot of pull, if it moves really easily something is nonfunctional. Ask if you need any help.
