well i would check the water separator if it has one, its a little glass bulb. take that off and dump out whatever is in it, probably full of sediment and that kinda stuff. It might be full of water. If its full of water, put it back on, and try starting the tractor. It will probably start after a few trys and if it had lots of water in it, it may full back up with water again so u might need to empty it a few times to get all the water out.
