Do the brakes work when the steering does not? My 1466 will lose prime sometimes in the winter, it does not have a TA, but steering and brakes don't work so i remove the bleed bolt, start engine until it primes, then put it back in, its on the left side cover and then everything works again. My pump is only a couple years old so i am not sure what causes it but thats my .o2. There are guys on here that can give you better info, take care.
