The 12-valve Cummins with a manual transmission will return the best fuel mileage in my experience. Brother has an early 98 12-valve 5-speed that makes up to 23 or 24 mpg empty at 60mph. Loaded it will drop to around 17mpg on the long hauls as long as you are willing to lose some speed on the hills rather than hold it to the floor. Longevity is also a plus, I know of several with well over 300,000 miles on them that have needed minimal repairs other than normal maintenance... check to see if the dowel pin upgrade has been done!
