Because this would violate EPA NOX requirements. To get this mileage you definitely advanced the injection timing and eliminated the exhaust gas recirculation (if this model had this "feature"). Both are necessary to control NOX and hurt fuel mileage. However, I would also do it in a heart beat. Seems to me that a small increase in NOX is worth the compromise for less imported, expensive oil.
