2 degrees timing make a diff?

Someone told me the width of the timing lines on the Rosa master fuel injector pump is equivalent of 2 degrees timing. If I were off by 2 or even 4 degrees timing, would it make a difference & how? If so, then it will take a lot of positioning of the fuel pump to get it just right then right. I had the tractor running after my rebuild but it ran rough & it takes a lot of cranking to start. Do you think I'm just off timing w/ the fuel pump timing? If it started then It should be close & it cant be off a whole gear tooth can it? Thanks for any help. Jim Maloney 69 Case580CK 188 diesel
