The engineers figure if you are in a foot to the floor situation. The extra "free" HP gained by disengaging the AC clutch is best used assisting your ability. To pass and pull back in before an oncoming vehicle rams your's.
That has been a VCM program since 1984 in many GM vehicles.

Earthmaster Project Progress Just a little update on my Earthmaster......it's back from the dead! I pulled the head, and soaked the stuck valves with mystery oil overnight, re-installed the head, and bingo, the compression returned. But alas, my carb foiled me again, it would fire a second then flood out.
