I would send him a letter or even better an email, laying out your side of this. I would be polite, but firm in tone. See what his response is. You need to document this, as it is likely to end up in small claims court. I personally pay for this stuff by check, at the time of service. If he cashes the check, he has accepted payment. Sounds like somebody is desperate.
