Mic the bore , if it is out of limits, bore it and hone to size and proper finish.As far as hones are concerned , my guess is that he is talking about the cheap spring loaded type and he is quite right , they are junk. They do not do anything to true the shape of the cylinder , they will not correct an out of round condition or a tapered cylinder. All they do is follow the contour of the worn cyl and maintain those faults. Use an adjustable hone and it will correct both out of round and taper.
As a machine shop and engine rebuilder I have done many things from too small to get a boring bar in to D-8 cats and a few things with bores larger than a D-8 .I have hone extensions to do up to 15 inch bore.Also have boring bars that go to at least 8" and if that is not enough , I have a horizontal boring mill that will probably do 36" .
Last thought , if it is out of specs , don't try to get by with a hone and ring job as it will come back to haunt you.
