There are two power transistors in the Pump Mounted Driver (PMD/FSD). They are held in place with 4 tiny machine screws. Over a period of time, from thermal cycling of the aluminum heat sink, and vibration, the tiny nuts become loose, and the system acts just as you describe or WORSE.
If you are an adventureous sort, you can remove the PMD and tighten the nuts, and, often, the module will operate as good as new for quite a while, otherwise, replace the PMD.
(Stanadyne originally called the unit a "PMD" "Pump Mounted Driver". It is sometimes (ESPECIALLY when remotely mounted) called an "FSD" "Fuel Solenoid Driver"... Two names for the same part.)
