I definately agree with the danger aspect. Posting a picture of the hole in the rim would help us understand the situation better. If your goal for now is just to get the tire inflated enough to move the tractor around the shop, replacing the core and adding 5 psi shouldn't be a problem. Full pressure as indicated above, could be dangerous.
As for the fibreglass, depending on the hole size it might not be worth the effort. For a large hole you might spend $15-$25 on fibreglass and other supplies and put a lot of work into a rim that may never look as good as you wanted. New rims are only about $60. What you do will also depend on your budget, skill level, time, etc. Replacing the inner tube during this process is also a good idea.
