I'm with you on the lowballing.. Figure out what scrap value is first... $10-20 per TON.. And if you really want to build one out of the bunch, figure out your expenses at RETAIL. Tires cost way more than $100 each.. Rims can be close to $200 when you add in shipping and tax. Sure, you might end up finding good used a lot cheaper, But you might also NOT find em! On junk that has been sitting I first try to offer free removal if it is something I want, then go to scrap price, then go up a little. Unless the guy gives you a crazy high figure. Then I just walk away smiling. It usually isn't worth explaining to a dreamer how come his rotted to the ground hulk isn't worth the same money as a restored rare prize he saw at the fair last year. Just say, Well, I can't even go close to that and walk.
