Yes, the shaft/advance could be messed up due to wear. Also, a while back, there were a few posts over on the "N" Board about some aftermarket replacment shafts/advance units being "out of spec" and impossible to time.
(ASSUMING you are following the "bench timing" instructions correctly.)
Actually, these tractors are pretty forgiving about timing as far as starting goes. Of course, late timing will make it use more gas, have less power, and run hotter, and "early timing" can cause "spark knock", so having the initial timing correct, and a properly functioning centrifugal advance is a necessity.
Next time it won't start and you suspect the timing, check for spark at a sparkplug BEFORE touching the distributor.
When you move the breaker plate in the distributor to set timing, it affects the connection between the "coiled spring thingy" beneath the coil, and the special brass srew beneath it that it makes contact with. Poor contact there can be a source of problems blamed on timing.
