There's a lot more truth in that than most want to admit. I'd also hazard a guess that if you looked at a lot of the things that take place on the highway, you'd find that there are a lot more people falling asleep, driving too fast for conditions, not paying attention, and various other things moreso than there are drunk drivers. All would represent some form of IMPAREMENT.... Seems it's only the drunk ones that get singled out tho, and they certainly pay the heaviest price personally, when ALL are engaging in something equally as dangerous. I'd be willing to bet that the idiot that killed someone while reaching for an I-pod will get less time than the drunk that killed someone. But... it's just not popular to say these things or point out the difference.
