The first thing you need to do is get ALL the CaCl off the metal. Sand-blasting is a good idea but wire-brushing is a minimum. Make sure you "soap & water scrub" everything. There is a product called Hammerrite that needs no primer and lays down a near ceramic hard coating that no salt will eat through. It comes in either spray or brush. If you use a brush, make it a throw away. Hammerite is Xylene based and it's more trouble to clean the brush than it's worth. This product does not require a bare metal surface either. It bonds to surface rust and won't let it continue. The only caution is that you not trap any salt between the paint and the metal. I used this product on my rims when I put the last new tire on. Great product.
