It is very hard to get the chrorides out of the metal if the exposure has been prolonged. It will require repeated sandblasting and 24 hour weathering intervals to locate the microscopic rust cells which appear black within 24 hours after a white metal blast. You might want to consider replacing the rims for a worry-free solution. If you want to keep the rims, blast them well several times and use a zinc rich paint such a cold galvanizing (widely available) or inorganic zinc paint (available from industrial paint suppliers). The zinc component will sacrifice itself and turn to zinc oxide faster than the steel will convert to iron oxide. Corosion engineers for the state highway depts are finding that ultra high pressure (30,000 psi+)
water blasting is doing the job on highway bridges.
