See If I have this right and almost self explanatory. I'm loosin more sleep because i can't get my point across. This "B" thing is botherin me.
If you bring # 1 to TDC with both valves closed on that cyl and loose enough to get the feeler gauge in between rocker and valve stem.that is half the idea. this reminds me are the valves adjusted correctly I know it was a new rebuild ? was the head just thrown on? I'll have to throw that possibility out because i saw the job the guy did and surly bench adjusted them
next check the pointer on the mag. should be on # 1 post on cap.
If it is that means the cam is out of time correct?

Ignition off--full choke crank one time 2 at the most.{after sitting for a month or so} then half choke, ignition on and it started immediately.
