97-03 F-150's can fit 16's minimum
04-current F-150's can fit 17's minimum.
You won't find a truck tire worth anything for a 14" rim.
Lower gears will help your towing, and with a 4.6 they might help the milage too. You will get the best milage with your engine at the RPM where it makes its peak torque, and 4.6's like to wind. It is also for this reason that big blocks with 4.10's hammer down the fuel, they are out of their power band.
I would do some scrounging and look for a factory set of axles with 3.73's, it would straddle the fence of milage and towing.
If gearing didn't matter bigger trucks wouldn't have two speed rear axles...
