Need Analysis of Compression Check

Uh Oh, I finally got around to doing a compression check on my recently acquired CASE 310B. Pretty sad, 1) 112.5 2) 117.5 3) 0.0 4) 110.0. Any ideas about what it would be? A hole in a piston? Valve? The compression guage on 3 doesn't budge and there's oil in the cylinder. This is not a collector tractor, just an occaisonal use working tractor. What would be the minimum to get it working? Would I have to re-sleeve it? A head re-build? I've replaced clutches and am somewhat familiar with a wrench or two, but have never rebuilt an engine before. Thanks for any help.
