Ford 9N

I have a 1959 Ford 9n that I drove home from a neighbor afer purchase back in May. On the way home it ran very rough and eventually stalled in my driveway. I managed to get it in my barn out of the weather. I have tried unsuccessfully to start it on several occassions. It has spark at the plugs, has new points, plugs, condensor and coil. When I went to pick up the tractor I noticed that the no. 1 plug wire was missing so I substituted one that I had, got it running and drove it home. I have checked the timing on the compression stroke and the rotor is pointing to no. 1 wire (11:00 oclock when facing the radiator). When I try to start it, the carb. floods very quickly, and the plugs get wet with gas. Occassionally it will run for one or two seconds and then stop. In the parts that I got with the tractor there were several carb. rebuild kits, indicating that the previous owner had carb problems. Does anyone out there have any suggestions. I have tried resetting the float clearance off the carb body (1/4") but it hasnt made any difference. Any help would be greatly appreciated.
