There should be absolutely no flow through the block, or heater core until the stat opens. There should be a bypass on the pump that will circulate water directly back to the radiator. A basic description is upon startup the coolant in the engine stays there unti the operating temp. is reached at which time it opens, allowing cooled liquid from the radiator to enter the block, when the block temp again goes below the temp of the stat, it closes and the whole process starts over. This flow includes liquid from the block to the heater core which is then passed back to either the block, or in your case the radiator. Like I said their is a bypass built into either the water pump directly; or through the block which allows minimal flow while the stat is closed thus there is very minimal circulation and nothing through the heater. I know this was long winded, but hope it helps.
