Coverin the pipes will help only at 0 degrees C.and then just a for a few hours. A heat tape is needed. Frostex-II It can be cut to any length and capped. Minimal electricity use, and tidy. It is a material with thermistor self regulating controll the colder it gets the more it heats. All along the length it can vary. Then put closed cell foam on the outside of that (split pipe insulation), then your PVC. Jim
