The frost-plug heater time versus the tank heater time can vary a lot by make of engine and how that frost-plug heater sits.
My Deere 300 series diesels warm up pretty quick with their 600 watt frost-plug heaters. I think, in part because those heaters mount in the center of the engines, but also because they're good cold starters anyway. My 300B with start right up at 30 degrees F with no ether or block heater.
I've got a 2000 watt tank heater on my big Pettibone backhoe. It's got a 3-53 Detroit Diesel and a poor cold weather starter. Needs outside temps over 50F to start without ether or block heater. If I plug in the tank heater when it's zero F, it will start after being plugged in for 2 hours easily, and just barely if 1 hour. Same for my Chevy 6.2 diesel plow trucks. But, if use the 600 watt frost plug heaters, they need to be plugged in almost all day before they're warm enough to start. For them the frost plug heaters are pretty useless unless plugged in all night long.
