I'm not a Massey Harris guy, but I can answer a couple of your questions. The head probably CAN be rebuilt if it's not too badly warped, but it will seriously expensive, needing valve guides, new seats, new valves, and milling. I'd start looking for a new or rebuilt one. The hole in the bottom of the flywheel housing is usually to allow dirt, debris and oil from the rear main seal to leak out. Rear main seals frequently leak, even when new. You COULD use it as a point to support the tractor when split, but that's not what it was put there for. The brackets on the lower hubs and on the brake housing were/are mounting points for various types of implements. The knob on the lower right of the instrument panel is most likely and on/off type ignition switch. Choice B would be a choke lever.
