Help!, can't get backhoe stabilizer arms up

I am trying to get a MF40 tractor moving to loosen up the motor. I have the loader and backhoe up off the ground but the stabilizer arms won't move. I have taken the hydraulic lines loose and I am using a boom pole on another tractor to pull up on them but they won't give any movement at all. The loader and backhoe moved fine using this method. I can't see any thing that would be holding them down.
HELP!!!
